So what is a Policy?
A Policy names a particular subject/topic, it names the Authority to take action, who is responsible, the boundaries (Scope & Application) of the policy, it may (should) contain legislative references, often penalties for non-compliance are cited & a policy should name the Procedures that support the policy & where the details are found… in other words, a Policy sets Governance …a Policy cannot exist without supporting Procedures…
What is a Procedure?
A Procedure indicates how a Policy is carried-out, where it’s carried-out, who does it: sometimes including step-by-step instructions. This may also be known as Work/Task Instructions. An established or official way of doing something, a series of actions/steps conducted in a certain order or manner...
Work Instructions
If these are created separate to the Procedure, these are the actual step-by-step instructions how the task is to be performed...
The tools/equipment/devices/PPE may be named in the Procedure, or,
in a Work Instruction...
So what is an SMS?
A Safety Management System is designed to manage safety risk in the workplace!
Occupational safety being defined as: the reduction of risk to a level that is as low as reasonably practicable/possible (ALARP) to prevent people getting hurt
An SMS is the "sum of many parts"!

An SMS is a "project", it will take time to achieve an effective SMS. Start with Policies & Procedures, add Training, conduct Hazard Assessments & control those hazards, conduct Workplace Inspections and secure/train Health & Safety Representatives: this is a Health & Safety Program... then, add the other components, and finally, bring the System "to life"!!! Live it, breathe it, use it, review it, improve it & manage it!!!
